Today, batteries are not prioritised in the energy system – despite receiving no subsidies.
Outdated regulations, market rules and old NESO practices are threatening investment and deployment, while raising consumer and industry energy bills.
Market reforms and change are inevitable. But if batteries can’t operate in a functioning market, we will not achieve CP30 or a stable grid.
Without action, we risk stalling billions in private investment.
Our six members have over 72 battery storage sites either built or in planning across the UK.
With over 3.4GW of operational capacity, our members represent more than half of the UK’s 6GW total.

WHAT THE DATA SAYS
NEED
NESO modelling shows that the UK will need at least 23GW of batteries by 2030 to decarbonise the grid – up from the 6GW deployed today.
COST
The cost of wasted energy is set to increase from £500m per year today, to £2.5 billion per year in the next decade. That cost is paid for by consumers and businesses.

In Q1 2025, Britain spent £315 million turning off wind farms due to a lack of storage.
Unlike other technologies, batteries don’t need subsidies or special treatment. We only need a fair and functioning market to unlock the investment that is ready and waiting.
We champion reforms to bring our energy system into the modern era – working with NESO, DESNZ and Ofgem to make that a reality.
Our Priorities
Batteries are frequently skipped in the balancing mechanism in favour of more expensive and polluting alternatives. To cut constraint and balancing costs, we are calling for NESO and Ofgem to introduce transparent, clear skips targets. Without action, energy bills are set to spiral and investments will not flow.

MODERNISING the capacity market
The capacity market (CM) was introduced in 2014 to secure the electricity system. It was largely designed for gas power stations and a grid that no longer exists. The CM must be updated to recognise the real value of flexible, rapid technologies like batteries.
